E&S applications

The Montour County Conservation District conducts reviews of a variety of plan reviews under PADEP's Chapter 102 & 105 programs. This includes E&S Waivers, E&S Plans, E&S Plans for timber harvests, NPDES Permits, Chapter 105 General Permits, etc. Below, a few applications are available to download, complete, and submit back to the district for review. Each application should be submitted along with the appropriate fee; please see the fee schedule at the bottom for more information.

  • E&S Waiver Application: The E&S waiver application should be used for projects less than 5,000 square feet of earth disturbance.
  • E&S Plan Application: The E&S application is required for earth disturbance activities over 5,000 square feet.
  • Timber Harvest E&S Application: An E&S Plan must be developed and available on-site for timber harvesting activities. This is required when the construction of skid trails, logging roads, landing areas and other similar logging or silvicultural practices are being utilized.
  • NPDES PERMIT Application: A NPDES Permit is required for any person proposing an earth disturbance activity that involves equal to or greater than 1 acre of earth disturbance, or an earth disturbance on any portion, part, or during any stage of, a larger common plan of development or sale that involves equal to or greater than 1 acre of earth disturbance.
    • NPDES General Permit Application
    • Individual NPDES Permit Application
  • 2022 Fee Schedule: The fee schedule was updated on January 19, 2022, by the Montour CCD Board.
